Should I reset my deck when the backlog is huge?

Usually not: you lose the intervals of cards you still remember. Splitting the backlog into daily quotas and pausing new cards gets you back on track without starting over.

Should I keep learning new cards?

Not until the backlog is zero. Each new card a day adds roughly 10 reviews a day over time, so it slows the recovery.

Does it work for apps other than Anki?

Yes: it applies to any spaced repetition flashcard app. You only need the backlog, daily reviews and the minutes you have.
